We’d like to highlight two recent developments that affect our Neighbourhood Plan. We’d also like your view on how you’d like us to proceed.
Firstly, the number of houses to be allocated to Odiham and North Warnborough by Hart District
Council continues to be uncertain and may in due course be higher than the guide we have been
working to previously provided by Hart. This is clear from the Hart Local Plan Options Consultation Paper (Refined options for Delivering Houses February 2016).
Secondly, it seems unlikely that the 60-bed residential nursing care home (C2) proposed on the site
next to Crownfields will now count towards our total housing allocation. Without the contribution of 45 equivalent dwellings from the care home the total housing from our seven selected sites in the
Neighbourhood Plan will reduce from 164 in the pre-submission plan to approximately 120 in total.
So there is a risk that the 7 sites selected in the NP for future development may not meet the eventual housing allocation that could be directed towards Odiham and North Warnborough by Hart in its emerging new Local Plan (that will not be finalised before Spring 2017).

The NP Steering Group (SG) with Odiham Parish Council now need to decide if the Neighbourhood
Plan should be delayed for a fresh round of analysis and engagement to produce an amended Plan to be put forward for a fresh round of statutory consultation lasting six weeks.
It is not possible to say how long a delay there could be to our process in this event. However, based
upon our experience to date, the SG believes that any delay might be up to 6 months and conceivably more. The alternative is to press on and submit the Neighbourhood Plan onto Hart within a month, subject to its acceptance by Odiham Parish Council. This version is substantially the same as the Pre-submission version published in October 2015.
Given the above uncertainties, please could you help us by answering the following question:
“Do you want the Neighbourhood Plan to be submitted at the earliest opportunity despite the uncertainty over housing numbers and the likelihood that the Care Home does not count towards those numbers?”
