OnwardPlan is short for the neighbourhood plan for Odiham (O), North Warnborough (NW) and RAF Odiham. It’s being created under the auspices of Odiham Parish Council.

A Neighbourhood Plan gives local people the opportunity to have more control over planning decisions in our parish. It allows us to create a framework that will help us protect our green and leafy environment and the historic character of our villages. Moreover it gives the local community a greater say on new housing development. That community includes many types of stakeholder, from residents to retailers, from schools to societies and beyond… Once approved and adopted, it will be a statutory document, which means it must be taken into account when planning applications are submitted either by individuals or developers.

National framework, neighbourhood solution

The right for communities to develop a neighbourhood plan was established through the Localism Act 2011. The Government’s National Planning Policy Framework (NPPF) states that a neighbourhood plan gives communities ‘direct power to develop a shared vision for their neighbourhood and deliver the sustainable development they need’.

Process in brief

Neighbourhood plans are prepared by volunteers, in our case headed by a Steering Group. In Odiham and North Warnborough so far around 20 local residents have contributed to OnwardPlan’s progress. Plans must also be based on evidence gathered through research and community consultation. So in the preparation of the OnwardPlan we are listening very carefully to all the feedback received in our engagement with stakeholders and will work hard to ensure that the plan incorporates and reflects the majority view. Official scrutiny by an independent Examiner will ensure this. Once adopted through a majority Yes vote in a public referendum, a neighbourhood plan becomes part of Hart District Council’s Development Plan – making it a guiding framework when deciding on planning applications and additional community facilities.
